WCICIL is a Center for Independent Living (CIL). It is a not-for-profit advocacy center funded by state and federal grants to provide services to people with disabilities. The mission of the Center is to promote, increase and improve opportunities for independent living and lifestyle for persons with disabilities within the six-county service area: the counties of Adams, Brown, Hancock, Pike, McDonough, and Schuyler. WCICIL provides information and referral, peer counseling, skills training, advocacy, personal assistant referral service and public education/outreach. Acting as a distribution, CIL provides materials in large print and in Braille. In addition, CIL advocates for children with disabilities, and provides ADA consulting services to businesses, local government and consumers. The CIL is one in a network of 21 other centers in Illinois.
Reintegration Program: Persons eligible for reintegration are those who are inappropriately living in nursing homes who wish to return to the community. The Reintegration Program assists those who lack the resources or home care needed to live independently. WCICIL may assist disabled persons aged 18-59 who meet the income guidelines to qualify for this program. We offer help with the initial costs for rent, furniture, appliances, utilities, handicap accessibility and services from a personal assistant or other home health care for customers needs. WCICIL also offers other services to help make the transition a success. The philosophy of Independent Living does not allow for people with disabilities to be forced into nursing homes, when they can receive the care they need at home. WCICIL is dedicated to empowering people with disabilities to choose the setting in which they live.
Personal Assistant Program: WCICIL trains Personal Assistants (PAs) to provide home services to an individual with a disability who requires assistance to remain living at home. WCICIL will also train persons with disabilities to manage the employment of their PA's.
Youth Services: The Youth Services Program at WCICIL provides parents of children with disabilities with services to insure that they receive the most appropriate and least restrictive education possible. Armed with knowledge of the rights of children with disabilities, Youth Services can provide:
